Rename this layer 1

Duplicate, on the copy, resize to 110% – all layers unchecked

Rename this layer 2

Duplicate, and again on the copy, resize by 110% – all layers unchecked

Position where it looks best
Duplicate your tube
Working on the copy – Effects, Plugins, Xero – Porcelain, use the default settings
Effects, Plugins, Xero – Radiance, again use the default settings
Change the blend mode to Overlay
Crop the canvas back to 600×250

On your top tube layer
Effects, Plugins, AAA Frames – Foto Frame

Apply the same Foto Frame to all other layers, both visible and hidden
Activate the bottom tube with the brush effect on it
Selections, All, Modify, Contract by 45
Selections, Invert
Selections, Promote selection to layer
Selections, None
Move the promoted layer above layer 3 and below the bottom tube layer
Change the blend mode to Hard Light

Add a new layer, move to the top of the layer palette (Layers, Arrange, Bring to Top)
Flood fill with Back
Selections, All, Modify, Contract by 1 pixels

Duplicate this layer – on the copy
Adjust, Blur, Gaussian Blur – radius set to 2

Select your text tool and choose your font
Set your foreground to null, background to a dark color
Create as vector and Anti-Alias both checked
Add your name – use the nodes to stretch your text if needed
When happy, convert to raster
Change the blend mode to Soft Light
Duplicate and on the copy change the blend mode to Overlay
Duplicate again, make sure this copy is also set to Overlap

Add your artists copyrights and your own taggers watermark as a new layer
Ensure layers 2 and 3 are still hidden
Edit, Copy Special, Copy Merged
Open Animation Shop (AS)
Edit, Paste as a new animation

Back to PSP
Hide layer 1 and unhide layer 2
Edit, Copy Special, Copy Merged
