I used the awesome artwork of Keith Garvey

Let’s Start
Open a new canvas 600 x 600 and flood fill with white
Select your preset shape tool with these settings:
Shape: Ellipse / Anti-Alias & Create as Vector: Checked / Line style: Solid / Width: 5.00
Set your foreground to a dark color or black, background set to null
Draw a circle 350 x 350
Objects, Align, Center in Canvas
Do Not Convert to Raster
Duplicate and on the copy – Convert to raster and rename F1
Hide the vector shape

Activate F1
With your preset shape tool and the same settings, draw another circle 275 x 275
Position within F1, but offset to one side

Again Do Not Convert to Raster

Repeat so the text goes about half way round the circle

On your layer palette, click the +/arrow symbol to open the layer out
Now click on the eye of the vector shape to hide it

Convert the text to raster and rename Small Text

Unhide the larger vector circle
Repeat the above step and position the text on the other side

Hide the shape and convert to text to raster

Apply the same Inner Bevel and Drop Shadow to the Small Text layer

Hide the white background layer, Small Text and Large Text
