Supplies needed:
PSP – I used X9 but any version will do
Tube of Choice
Font of Choice – I used Balloon Bash
Eye Candy 4000 – Gradient Glow
RD Mask 689, 705 & 707 by Rachel
IB_MarylineCazenave_78-1 kit by Kizzed By Kelz

I used the awesome artwork of Maryline Cazenave
You can purchase her work and a license from CDO
Please do not use Maryline’s work without purchasing a license first.

Let’s Start
Open a new canvas 600 x 600 and flood fill with white
Select your pen tool with these settings:
Mode: Draw lines & polylines / Create on Vector: Checked / Line style: Solid / Width: 1.00
Set your foreground to black, background set to null
Hold the Shift key and draw a line across the middle of your canvas
Objects, Align, Center in Canvas and then Convert to raster
Rename Center Line
Open Wordart (2) and resize to 65%
Copy and paste as a new layer – rename Wordart
Position so the bottom edge of the wordart is on the center line

Duplicate and on the copy – Image, Flip
Select your Pick/Deform tool
Holding the CRTL key, pull the bottom right corner out slightly

Adjust, Blur, Gaussian Blur – radius set to 3
Effects, Image Effects – Offset

Activate the original Wordart layer and apply the same Offset
Activate and delete the Center Line layer
Move Copy of Wordart below Wordart layer
Add a drop shadow of choice to both Wordart layer – I used:
V: 2 / H: 6 / Opacity: 40 / Blur: 9.90 / Color: Black / Shadow on new layer: Unchecked

Activate Wordart
Copy and paste your tube as a new layer – rename Tube
Resize if required, I resized to 45%, all layers unchecked
Position so it appears to be sitting on Copy of WordArt
Add the same drop shadow as used on the wordart layers

Open Element (26)
Copy and paste as a new layer – rename Balloons
Position so the balloons are higher than your tube
Add the same drop shadow
Now move the Balloons layer, below the Copy of Wordart layer
Erase any strings you can see between the letters of the wordart

With the Balloons the active layer
Copy and paste Element (20) as a new layer – rename Sparklers
Position coming over the Balloons on the left side

Duplicate and Image, Mirror
Move the copy below the Balloons layer
Add the same drop shadow to both Sparkler layers

Activate Wordart
Open Element (27) and resize to 65%
Copy and paste as a new layer – rename Ticker Tape
Position along the top edge of the wordart
Apply the same drop shadow
Duplicate and on the copy move down so it’s sitting along the bottom edge of the wordart

Open Element (25) and resize to 25%
Copy and paste as a new layer – rename Hat
Position behind your tube to the right side
Add the same drop shadow

Activate your Tube layer
Open Element (10) and resize to 25%
Copy and paste as a new layer – rename Ball
Position in front of your tube to the left side
Add the same drop shadow

Hide the white background layer
Layers, Merge, Merge Visible to a New Layer
Ensure this layer is the top layer – rename Top Merged
Adjust, Blur, Gaussian Blur – radius set to 5
Effects, Plugins, <I.C.Net Software>, Filters Unlimited 2 – Paper Textures
Choose a texture and mess with the settings until happy
I used Canvas, Fine with these settings:

Hide the Top Merged layer
Activate the white background layer, keeping it hidden
Open a paper of choice and resize to 600 pixels – I used Paper (6)
Copy and paste as a new layer – rename Mask 1
Layers, Load/Save Mask, Load Mask from Disk
Look for RD_Mask689 or mask of choice
Source luminance, Fit to layer and Hide all mask: Checked
Layers, Merge, Merge Group
Resize to 75%, all layers unchecked
Position over to the left and up a little

Erase any mask you can see on Copy of Wordart or below the Tube
I selected the area to be deleted

Open another paper of choice and resize to 600 pixels – I used Paper (7)
Copy and paste as a new layer – rename Mask 2
Layers, Load/Save Mask, Load Mask from Disk
Look for RD_Mask705 or mask of choice
Source luminance, Fit to layer and Hide all mask: Checked
Layers, Merge, Merge Group
Resize to 75%, all layers unchecked
Position over to the right and up a little
Again erase any mask you can see on Copy of Wordart or below the Tube

Open another paper of choice and resize to 600 pixels – I used Paper (5)
Copy and paste as a new layer – rename Mask 3
Layers, Load/Save Mask, Load Mask from Disk
Look for RD_Mask707 or mask of choice
Source luminance, Fit to layer and Hide all mask: Checked
Layers, Merge, Merge Group
Resize to 75%, all layers unchecked
Position over to the right and up a little
Again erase any mask you can see on Copy of Wordart or below the Tube
Unhide the Top Merged layer

Select your text tool and choose a font – I used Balloon Bash
Set your foreground to null, background to a color of choice
Create as vector and Anti-Alias both checked
Add your name and position where it looks best
When happy, convert to raster
Duplicate and on the original
Effects, Plugins, Eye Candy 4000 – Gradient Glow

Adjust, Add/Remove Noise, Add Noise
Gaussian & Monochrome: Checked / Noise: 55%
Duplicate again and on the original
Add the same Gradient Glow, changing the background color
Adjust, Blur, Gaussian Blur – radius set to 1
Add the same drop shadow
On the top copy of the text
Effects, 3D Effects, Inner Bevel

Add your artists copyrights, scrap credits and your own taggers watermark as a new layer
Crop away any excess canvas
Save as a jpg/png
